Whenever the Levante is strong or has medium strengh in Tarifa. Then Caños de Meca can be a good spot. However, if the Levante is weak in Tarifa there probably will be no wind at Caños.
Caños de Meca is a popular spot for those looking to ride with a side-onshore wind when the Levante is blowing in Tarifa. The wind here becomes less gusty and a bigger kite is necessary. There might be people riding with 7m in Valdevaqueros while others ride with 12m in Caños de Meca.
This beach is not too big, so there is a good chance that you will find it crowded during high season.
Distance from Tarifa town:
About one hour drive from Tarifa. Head towards Cádiz and you will find it a bit after Véjer de la Frontera. The trip is 60km long or so.
Parking facilities:
Not too much space to leave your car. Try to go early in the morning during the high season.
